[Solved] SQL Server Error: 26 – Error Locating Server/Instance Specified

i install SqlSERVER 2016 on instance DM\SQLEXPRESS2016

i enabled the TCP/IP

but when i try to access on network on other computer it can not connect and show error 26

any idea how to do this
