I am not able to get 100% what you want to do.
The answer is simple if you want to display 1000 images you will need 1000 image controls.
If you elaborate more on what you want to do may be then I can provide a suggestion

Yes since every image is unique then you'll have to display it on a separate image control. For me displaying thousands of images in a single page is not a good idea and definitely not user friendly. What you can do is how to optimize it so that it will load the images fast on the browser. You can apply caching and cache the images or display a thumbnail for each images or better apply custom paging if you want to display images in a data representation control.
