1.Proxies.ArchiveDataService.Report this one project proxy.
2.Proxies.DataService.Report this is another project proxy.

Its type casting error as both class objects from different project class variables.
As it’s belonging from different class from other project you are getting this type cast error. We do type casting to variable to convert their values to another variables.
For class level you need to type cast before assigning one class variable value to another class variable value.
Use (System.Collections.Generic.IList<Proxies.DataService.Report>) before the list variable of System.Collections.Generic.IList<Proxies.ArchiveDataService.Report>
eg.
dataServiceReport = (System.Collections.Generic.IList<Proxies.DataService.Report>)archiveDataServiceReports;
Here archiveDataServiceReports is System.Collections.Generic.IList<Proxies.ArchiveDataService.Report> class object and dataServiceReport System.Collections.Generic.IList<Proxies.DataService.Report> class object.
